It's the Toner's mommy! AKA, the mother in the apple cider vinegar. This is proof that the vinegar is unpasteurized, so it's full of nutrient-rich bacteria that is magnificent for your skin. Over time it will continue to grow, preserving the toner and building up its quality. If it bugs you, pull it out and toss it. (Or you can make your own vinegar. No lie.)
